Inhalations over steam with tiny tiny amount of olbas oil - however I guess due to her age, you'd have to get under the towel with her. Could make it a game I guess?
Oh - you could rub vicks on her chest - much safer, or drop olbas oil on a hanky and tuck it in her pillow?
