Bah :-( I don't know about that laptop specifically, but with several I've known one can reasonably easily (i.e. with a measure of brute force that doesn't feel exceptional to timid me) take off the key caps, revealing little plastic thingies (which need to be not lost!) and quantities of dust and dirt. Clean carefully with cotton buds dipped in 90% isopropyl alcohol?
Alternatively, again for the laptops I've know, getting new keyboards fitted does cost less than the cost of a new laptop. Just.
iBook keyboards are fairly easily removed: you push down the little tabs at the top, and pull the top of the keyboard towards you; there's a ribbon cable at the bottom that can be detatched. It might be possible to carefully clean out the sunscreen once you've removed the keyboard (after shutting down the computer, of course). If that doesn't work, it looks like new replacement keyboards are $120-$130 (I'm looking at welovemacs.com); you can also get them on ebay for much less.
Damn, now it's *totally* broken - the top two rows of letters don't work at all, so I can't log in, even. However, there's a second-hand one on Ebay, so perhaps that will do...
