The LJ DDOS means that I can't see LJ but Dreamwidth can crosspost my posts ok, apparently. How peculiar. I can't tell whether I've had no comments or no comment notifications, either.
If you want to see if you have any new message notifications, you could check your LJ inbox (http://www.livejournal.com/inbox/). That will always get updated, even if the emails aren't getting out.
