Not for the initial checkup, but yes if she needs treatment - they would refer her to the hospital for it, because they don't do sedation in either of the dental surgeries we go to.
I think it will actually be not much worse than brushing her teeth can be sometimes, if the dentist can harden their heart and get it over with both thoroughly and fast. My experience of that is that just doing it, firmly and without excuses, gets the job done better, faster, and less upsettingly than trying to be nice about it and shilly-shallying.
