Your concern may have been justified. Every summer in Colorado's 100+ deg.F heat, a number of small children are "forgotten" in their carseat when their parent goes to work/drink/shop/hang out with friends, etc. These children die.
It's sad enough when it happens to a dog, but a CHILD? In hot weather it's worth a call to police.
